It sounded like I had a bad transmission since the gear would not return. Turns out the plastic fork retainer over heated and started to bind the fork and caused this issue. This starter is a cheap DIY rebuild kit that has all the spare parts assembled you need but do not rely on using this starter alone to start your truck for more then a few days.
