Odds of both control arms being bad is low. Its also possible the bushings were made wrong and have slightly too small size. I can't remember what brand I installed. I ended up replacing the entire LCA. Haven't had any problems since then. Eric It's not the rubber coming out. The whole sleeve is popping out the arms. I checked with a local vendor about the arm assembly's. (not solid TT bushing) and the febi and lemforder are the same arms. Different sticker put on them. You should find that it is the sleeve that's part of the arm that sticks out a little is the tighter end. You should press the bushings out with the press piece on the bushing from that end. Press in the opposite way, the more open side. Once a bushing has been pressed into an arm and has popped out, bare minimum the bushing cannot be re-used. The metal itself will have been forced tighter and won't fit as snugly into the arm anymore. It's also possible that through the episode of pressing the bushing in too far or pressing in or out from the wrong side that the part of the arm that is supposed to pinch tighter on the bushing has deformed and now the arm needs to be replaced as well. I've had very high success rates doing it this method, but maybe twice I've had bushings come back out over time out of the hundreds I've installed. Also, I personally like using Lemforder's bushings. One of TDIClub's vendors can typically get them to you for reasonable money. Lemforder is the OE supplier for many front end and steering components on VWs. This gives greater steering feel and puts a smile on your for your face. Do they last longer.
