Haven't tried with the eq unplugged, but will try that now. edit. with the unit unplugged, there is no sound, unless the preamp is turned all the way up, there there is a very faint scratchy sound. Also, the voltage at the op amp pins (8 pins, labeled as ic7 on the schematic) checks out. However, not sure if this tells me if the op amp is good or not. One thing, to on the display board side, all are about.1 or so V off from spec. The attenuation may be done for a couple reasons: a.) gain raises the noise floor b.) excessive gain can blow speaker drivers Your issue is affecting both channels so it's either by design -- as mentioned above -- or you have an issue with a transistor or op amp that's responsible for gain. Edit: if you move all the sliders to max gain with the eq engaged, is it still lower in volume than it would be if there were no eq in the signal path (hooked up)Simple test is to disconnect Q1 and Q2 emitters (leads that go to output line - not clear in the posted schematic.However, when I first hooked it up a few weeks ago, the volume was the same as when bypassed. I do tend to play music and walk away, so it's possible one channel followed the other and I just didn't notice. Perhaps someone with the same unit can verify how theirs works.
