How can several estimators use the same database of labor units if each estimator has an individual concept of what each labor unit represents. Each estimator uses the labor unit to his or her own interpretation of its meaning. Both estimates now arrive at the same labor total, because both adjusted the estimate by factoring in their information from job costing records. I recommend the NECA Manual of Labor Units, as these are the benchmark of the electrical construction industry. They are periodically updated to keep current. Most published labor unit databases available today are directly affected by NECA's. Whatever you choose, using the prescribed method here will give you accurate estimates. The job's degree of difficulty takes into account the type of project and the working conditions. So vast are the variations in the electrical industry that before selecting a labor unit on any project, the estimator should have standard procedures in place to determine which column in NECA's database to use for a particular estimate. These standards should be rigidly adhered to for consistency. The standard labor unit is increased by 5 percent for mounting elevations over 10 feet and 10 percent for installations of 16 to 20 feet. Remember to include lift rental charges in your estimate. Note today's standard of factoring is based on motorized man lifts for over 20 feet. If you are using rolling staging, an allowance for a ground man to supply and push the staging may be required. Consideration should be given to the number of staging setups that will be in close proximity to each other. It all comes out in the wash, right. Project management is the answer. After the estimator wins a bid, someone has to produce the project. With a more accurate bid, the project manager has documentation for creative management. Allocating labor resources is critical. Under- or over-staffing typically affects the bottom line. Project managers need to know specific labor requirements for each phase and task of the job. Accurate hours averaged for the entire job are not enough in today's competitive market. The company's ability to perform against the labor unit is where many companies either make or break it. Every electrical contracting firm's productivity starts with management, and management starts with an accurate estimate. Information and communication with field personnel is critical. Competitive construction bidding is one of the biggest gambles in electrical contracting. What are the working conditions. Which general contractor and subcontractors will be engaged in the project. These are just two pertinent factors the estimator must consider when anticipating job conditions. The two most notable publishers are the National Electrical Contractors Association (NECA) and RS Means. The national Electrical Contractors Association was formed in 1901 and published their first Manual of Labor Units (MLU) in 1923. Labor unit time frames for each of these two publications are different. These lists can be rented or purchased in written or database format and are often used as the foundation for other estimating systems. Labor units in these databases are broken into multiple levels based on the difficulty of the installation. The NECA MLU provides three levels of difficulty including Normal, Difficult and Very Difficult. Each level graduating from Normal to Very Difficult adds more installation time for each type of material. It should make sense that the more difficult the installation the more time it would require for the installation. Difficulty can be affected by many issues. Following are some of the most common factors affecting installation rates including the type of project. Typically, residential installations will be the fastest, commercial installations will land in the middle and industrial installations will be the most difficult. Building types will also affect installation rates. Single story installations will be easiest while multiple story building can have a serious effect on installation rates. Getting workers, equipment and material to a seventh floor office can create a huge impact on productivity. In my experience, prime contractors can make or break productivity. If they are not well organized, schedule poorly and pile too many sub-contractors into one work area productivity can grind to a halt. Similarly, the prime contractors site supervisor can have serious control over your productivity. If they are inexperienced, disorganized or simply dislike you or your company, you will most certainly experience high installation rates. The difference in profitability between site supervisors within the same organization can have huge impacts. Working in different geographical areas or parts of the country can also require adjustments in labor rates. All of these factors need to be considered when adjusting for expected material installation rates. Electrical Bid Manager (EBM), provides six levels of difficulty. Within estimating software, these levels of difficulty can be adjusted further by percentages. For instances, you may select labor column 3 plus 15 for a certain installation based on your own company’s historical data on a similar installation. The point is that all contractors are not capable of meeting the same installation rates and differing projects will certainly require adjustments to the installation time frames. For this reason, savvy contractors track actual installation times on their projects. Most often this is accomplished through time card reporting by recording different types of installations by cost codes. As an example, site work may be tracked by cost code 100, above slab work might be 200, services might be 300 and so on. Another way to track is by material like 100- conduit, 200- wire, 300- light fixtures and so on. We will touch on this in more detail in the future but you need to understand that if you are going to make labor installation predictions in the creation of an estimate, you should track actual progress to ensure that you are meeting those installation goals. These cost codes can be adjusted and as detailed as the company might prefer in order to build accuracy. The data from tracking in this manner can help fine tune competitive edge and help identify problem areas that need attention in order to compete in the marketplace. It has been my experience that many contractors do a terrible job at tracking this data. Many, many times I have worked with contractors who choose one level of labor unit installation and use it on every project. Often they never hit these installation rates. If losses are experienced at the selected installation rate it is common to see companies start hiding money in other areas of the estimate in order to compensate for the losses in labor. They may bolster material costs, equipment rental costs or simply increase margins overall. Over time they learn that if they choose labor column two and then over price their material by 20 they usually land projects and make money. I hope it makes sense to you when I say that it is much better to understand your true costs in every category. By doing so you can accurately identify problem areas and work to improve them instead of chasing presumed issues that may or may not exist. I will show you how to do this if your company does not already. So what is included in a unit of labor. There is plenty of discussion of this on the web. Supervision is not free and needs to be accounted for somewhere. It has been my experience that many contractors do not provide a separate line item in the estimate for supervision, which forces the time for supervision to be accounted for in the labor unit. I personally prefer that supervision be factored into the labor unit. If supervision is factored into the labor unit it has been my experience that it will account for about 10 of the labor unit time projection. That means, if an electrical foreman has 5 workers on their project, devoting 10 of their time to supervising each worker on their crew, they will spend 50 of their day supervising. So what should they do with the other 50 of their time. Go home? Golf? Play cards with the superintendent? No. They should be wearing their tools and installing material. If supervision is included in the labor unit, once allotted supervision time has been used, any other activity than installing material will uselessly eat away at valuable labor hours. This is why I prefer to have supervision included in the labor unit. It generates more focus on how much time should be contributed to supervision, forces productivity on the part of the supervisor and reduces the bloating of supervision costs. There are ways to install material in conjunction with supervision and not lose control of your project. For instance, you could assign the easiest tasks to yourself. Generally, easy tasks contain fatter labor hours. This enables you to easily complete tasks ahead of schedule and use the extra time for planning and organizing without impacting your labor budget. You should also focus on tasks that you can wander in and out of without affecting the productivity of the other crew members. Tasks like panel make up, trim out and layout work well for this. Certainly, you would not want to be leading a major wire pull and insist that work stop while you run over to answer a question in another area of the project or attend a meeting. When I was a young lad safety was rarely if ever considered.
