4 h shooting sports manualThe National 4-H Shooting Sports Program stands out as an example. Youth learn marksmanship, the safe and responsible use of firearms, the principles of hunting and archery, and much more. The activities of the program and the support of caring adult leaders provide young people with opportunities to develop life skills, self-worth, and conservation ethics. Each year, 4-H teaches a shooting sport to about 500,000 boys and girls each year. Shooting sports can be gratifying for youngsters, especially those who aren’t athletes. The program provides a supportive environment in which young people can experience hands-on, fun learning experiences. Individuals who are interested in shooting sports and are willing to learn about them can become involved in an existing program or club. If none exists, they can work with 4-H youth staff to help establish a program. Adult volunteers receive training in shooting sports at state and regional workshops to become qualified instructors. 4-H teen leaders may wish to assist with instruction. Shooting sports leaders act as role models and must impart the 4-H philosophy and youth development objectives to 4-H members. We will be able to offer 32 firing points this year on a temporary silhouette range located on the Cowboy Action Range at HPSP. In the event of a tied score, the score card will be reviewed and the shooter with the most Ram hits will be declared the winner. If tie remains, then by the most Turkey hits, then most Pig hits. If all animal hits are the same, a shoot-off on Rams will determine the winner. The shooters will fire alternate shots until one shooter misses with the other shooter hitting the target. Shooters will be allowed one warmup shot with their spotter prior to firing their first tie breaker. The Illinois 4-H Shooting Sports program is part of the National 4-H Shooting Sports program that started in the mid 1970's. The Illinois program gained approval to join the national effort in 2009. The focus of all 4-H programs is the development of youth as individuals and as responsible, productive citizens. Often the trained Coordinator takes the lead. Interested adults don't have to be expert marksmen to become involved in the program. Adults wishing to become 4-H Leaders must be approved by local Extension offices. Contact your local office today. Governed by the national 4-H Shooting Sports program and the University of Illinois, volunteers working with the program must complete a weekend certification before being accepted as an instructor. Most county Extension offices cover or assist with costs. Illinois needs volunteers in archery, shotgun, rifle, pistol, and hunting and wildlife project areas. In addition to each discipline, any county offering the shooting sports program must have an overall coordinator to oversee the entire program. They are responsible for the overall coordination and management of the 4-H shooting sports program. Each discipline - Archery, Shotgun, Rifle, Pistol, and Hunting and Outdoor Skills - also needs a certified instructor before that discipline can be offered in the county. When all of those pieces are in place, counties can begin enrolling youth in the 4-H Shooting Sports project. Each volunteer is checked through the Illinois State Police database, as well as the Department of Children and Family Services CANTS database. Trainings are held twice annually, usually at 4-H Memorial Camp near Monticello but locations can vary. These trainings will be a combination of an on-line course and one full day (9am-7pm) of hands-on, discipline specific training at a shooting range. Since adequate security cannot be provided for personal firearms or archery equipment, please DO NOT bring personal shooting equipment with you. ALL firearms, ammunition, bows, arrows and other relevant equipment is supplied. Teach the program following the National 4-H curriculum as provided. As discussed at previous occasions, each county can develop their own plan as long as rules and guidelines are met as established by the National 4-H Shooting Sports program and the Illinois 4-H Shooting Sports State Policy and Risk Management guidelines. It is very important that everyone that is interested in the (SS) program have the opportunity to be involved if so desired. Groups must be under the on-site supervision of an Illinois 4-H Certified Shooting Sports Instructor. Assistant Instructors may assist the Certified Instructor as long as they are under the direct supervision of that Certified Instructor. If the Certified Instructor must leave the range for any reason all shooting activities must stop and shooters must be taken off the firing line. Will you be meeting monthly, every two months, during a certain time of the year, weekly, etc. Remember that there is a requirement to meet a minimum of 6 times with at least 5 - 4-H members. Coordinators may want to keep a Master copy in a separate binder. The bolded found below need to be in the 3-ring binder. Local Extension staff will have application forms. Updating of the plan will need to be done upon changes to the facility. A list of 4-H members should be kept in the respective discipline and coordinator 3-ring binder. This list can also be a very good instrument for instructors to use for attendance at shooting activities. We do foresee competitions that could be organized as such: Clubs; County; Regional; State; National Invitational. It is “on the back burner” to initiate an evaluation program that will measure various life skills that the youth would be attaining. It is recommended that each county complete an end of the year evaluation for each discipline and overall program. The FOID card is issued by the Illinois State Police, who first perform a check of the applicant on the National Instant Criminal Background Check System. Police also check an Illinois Department of Human Services database, to disqualify any applicant who has been adjudicated as a mental defective, or who has been a patient of a mental institution within the last five years.Not necessarily. The FOID act exempts unemancipated minors while in the custody and immediate control of their parent, legal guardian, or other person in loco parentis to the minor as long as their parent, legal guardian or other person in loco parentis to the minor has a valid FOID card in their possession. There is more than one way to legally transport a firearm. However, in order to be in compliance with all statutes, it is recommended all firearms be transported: 1. Unloaded, 2. Enclosed in a case, 3. By persons who have a valid FOID card. The original purpose of the trailer was to allow county programs to use as a travelling pellet gun range at local events, fairs, festivals, etc. Due to unforeseen circumstance we are not allowed to use the trailer for this intended purpose. Use of the trailer is limited to a static display - can be used for a fair to promote the local program; can be set up as the pellet range but only 4-H members enrolled in the rifle program can actually shoot and Certified Illinois Rifle Instructors must be present during any shooting activity; can be used in parades, etc. As a result, these gifts qualify as tax deductible contributions to the extent allowed by law (e.g. net of any goods or services provided to the donor in exchange for the gift). The tax receipt issued by the UIF will provide the value of the gift received and indicate the designation (e.g. county) to which the gift was directed. The tax receipt issued by UIF will only describe the item received; it does not list a value. The same instructions for recording a gift-in-kind above apply. How should you proceed? Explain that 4-H cannot accept ownership of shotguns and rifles due to use permits. Ask if funds can be used to purchase other equipment that is critical to having a successful 4-H Shooting Sports program. Who should receive the funds. Any of these charitable organizations can steward the funds so that they support a 4-H Shooting Sports Club of the donor's choice.Are there any specific guidelines to follow. If Farm King wants gift credit for their discount of a qualified purchase by the County Extension office or the County Foundation, Gift-in-Kind credit should be issued to Farm King (fill out gift in kind transmittal form ). Where should we deposit the money.To ensure that the gift is properly stewarded to support the 4-H program, funds can be transferred from UIF to the county Extension Office Gift Fund with a subsequent Banner transfer to the county use fund for purchases on behalf of a chartered 4-H shooting sports club. This includes ammunition (purchaser must have a valid FOID card) and other expendable items. It is best to have equipment purchased and owned at the user level - the 4-H member, 4-H volunteer, and 4-H Shooting Sports club. There is no set number of trainings or locations as to where they are annually held. The best source of this information is the National 4-H Shooting Sports website. The State Coordinator and selected committee will decide upon those candidates who would attend a National Training. Upon completion of successfully completing a National Training the instructor will then be expected to assist in the Illinois State Certification Trainings, typically held in the Spring and Fall of each year. Augustine 32092. Sanborn County has had an active 4-H Shooting Sports program for many years. Shooters do not need to be a 4-H member to participate but must be at 8 years old as of January 1st. Members can learn safety and shooting techniques for BB gun, air rifle, air pistol, and archery, as well as 22 rifle and shotgun. They'll learn how to handle firearms responsibly for target practice and hunting and learn respect for the natural environment. He was instrumental starting the.22-caliberr pistol program in Hamlin County and ran the state program starting when his daughters were in the program. His daughters Dixie, Denise and Davita participated in shooting sports and were successful in shotgun, air pistol,.22-caliber rifle,.22-caliber pistol and hunting. One of the memories that Kittelson shared was coaching at the first invitational, which was used as a trial to set up the national event. He remembers the long overnight bus ride to Texas and the kids having to shoot in temperatures over 110 degrees. The teams and individuals that he has worked with have attended the state competition, where these marksmen have placed and also have set records in Pierre. Doug has also coached several national teams, where the shooters have placed in the national competition. He is state (level 1) certified in the rifle and shotgun discipline as well as being nationally certified (Level2) as a muzzleloading instructor and has gone to the national level as a coach in all three of these disciplines. Foiles has been state Civilian Marksmanship Program (CMP) range officer for at least eight years and has served as National Range Officer in muzzleloading for two years. He also serves on the South Dakota State Shooting Sports board. Foiles has coached 4-H members in Brookings, Clark and Beadle counties and was instrumental in getting the gun program started in Clark County. He has volunteered thousands of hours to a program he believes in.
